SBA Loan Business Plan Requirements in 2026: The Complete Lender Checklist

SBA Loan Business Plan Requirements in 2026: The Complete Lender Checklist

SBA lenders rejected loan applications in 2025 and 2026 for one reason more than any other: the file could not prove repayment. SOP 50 10 8, the rulebook every SBA lender follows, took effect June 1, 2025, and a further update effective March 1, 2026 tightened underwriting again. Loans above $350,000 now require full commercial underwriting, and even 7(a) Small Loans must show a debt service coverage ratio of at least 1.1 to 1.

Your business plan is the document that carries that proof. After 12 years preparing SBA and bank loan plans, we can tell you exactly what a lender’s checklist looks like in 2026, section by section, number by number. This article walks through all of it.

What Changed for SBA Borrowers in 2026

SOP 50 10 8 replaced the looser “do what you do” underwriting standard with consistent documentation rules for every loan size. Three changes matter most for anyone writing a business plan this year.

First, the March 1, 2026 update discontinued the SBSS credit score shortcut for federally regulated lenders. Banks must now run a real commercial credit analysis on small 7(a) loans, including debt service coverage calculations and your two most recent months of business bank statements. A thin application no longer slides through on a score.

Second, equity injection rules hardened. Startups and complete changes of ownership require a minimum 10 percent equity injection, documented with 30 to 90 days of bank statements, wire confirmations, or signed gift letters. Sellers who keep an equity stake in an acquisition must sign a full personal guarantee for at least two years.

Third, ownership eligibility narrowed. As of March 1, 2026, 100 percent of direct and indirect owners must be U.S. citizens or nationals. Lenders verify the ownership chart in your business plan against formation documents, so the plan must state ownership percentages precisely.

The Numbers Lenders Apply in 2026

Every row in that table maps to a section of your business plan. Miss the section, and the underwriter cannot check the box.

The Nine Sections SBA Lenders Expect

The SBA’s own guidance lists nine sections for a traditional plan: executive summary, company description, market analysis, organization and management, service or product line, marketing and sales, funding request, financial projections, and appendix. Lenders read them in a different order than you write them. Most underwriters go straight to the financials, then the funding request, then back to page one.

A lender-ready plan runs 25 to 40 pages for most loans, longer for acquisitions above $1 million. We cover the page math in detail in our guide to how long a business plan for a bank loan should be. Length matters less than coverage. Here is what each section must contain.

Executive Summary

Two pages maximum. State the loan amount, the use of funds, the equity injection, and the year-one and year-two DSCR in the first three paragraphs. Underwriters flag executive summaries that describe a vision but never name a dollar figure. Write this section last, after the numbers are final.

Company Description and Ownership

Name the legal entity, state of formation, EIN status, and every owner with an exact percentage. List licenses and permits with numbers and expiration dates. In 2026 the lender will cross-check this against SBA Form 1919, so any mismatch between the plan and the form triggers a document request that costs you two weeks.

Market Analysis

Lenders ask for named data, not adjectives. Cite the industry NAICS code, the market size in dollars, the growth rate as a percentage, and three named local competitors with their pricing. A plan that says “the market is growing rapidly” fails; a plan that says “the U.S. market grew 4.6 percent annually from 2020 to 2025” passes. Our breakdown of market analysis for a bank loan business plan shows the exact sourcing standard underwriters accept.

Organization and Management

One paragraph per key person: role, years of directly relevant experience, and one quantified result. Underwriters use this section to answer a single question: has anyone on this team run this kind of business before? For franchise loans, note the franchisor’s training program, since the SBA Franchise Directory returned under SOP 50 10 8 with a June 30, 2026 listing deadline.

Products, Services, and Operations

Price list, supplier terms, capacity, and hours. If you sell 40 units a week at $85 each, say so. This section feeds the revenue model, and underwriters check that the unit math here matches the projections exactly.

Marketing and Sales

Tie every channel to a customer acquisition cost and a monthly budget. “$1,800 per month across local search ads and two community sponsorships, targeting 60 leads at $30 each” is a fundable sentence. “We will leverage social media” is not.

Funding Request and Sources and Uses

This is the section banks read second. Build a source and use a table that reconciles to the dollar: loan amount, equity injection, seller note if any, and every use from equipment to working capital. The 10 percent injection must appear here with its source named, because the lender must verify it with bank statements before closing.

Financial Projections

Three years minimum, with year one broken out monthly. Include projected profit and loss, cash flow, and balance sheet, plus a written assumptions page. The projections must produce a DSCR at or above 1.15 in most cases, and realistically above 1.25 to satisfy bank credit committees. We explain the build process in our guide to realistic financial projections for your business plan.

Appendix

Three years of tax returns, personal financial statements on SBA Form 413, resumes, lease drafts, licenses, insurance quotes, and franchise agreements. SOP 50 10 8 restored hazard insurance and life insurance documentation requirements, so include quotes rather than promises.

The 2026 Lender Checklist Matrix

Top-ranking pages list documents. None of them show you how an underwriter actually scores a plan. This matrix does. Rate your own draft before a lender does: two or more “decline signals” in the right column usually means a denial or a costly rework request.

Plan SectionWhat the Underwriter VerifiesApproval SignalDecline Signal
Executive summaryLoan amount, uses, DSCR stated up frontAll three numbers on page 1Vision language, no figures

Assumptions pageEvery driver justifiedTied to market data and historyAbsent entirely
Appendix3 years of returns, Form 413, insuranceComplete on submissionDocuments trickled in over weeks

Underwriters flag missing owner compensation more than almost any other single line item. A projection that only reaches 1.15 DSCR because the owner takes no salary reads as fiction, and SOP-compliant credit analysis will add a market salary back in.

Document Checklist to Submit With the Plan

Lenders in 2026 want the complete file on day one. The 60 to 90 day funding timeline starts when the application is complete, not when it is submitted. Gather these before you approach a bank:

  • Business plan with 3-year projections, year one monthly
  • 3 years of business tax returns, or a statement that the business is new
  • 3 years of personal tax returns for every 20 percent owner
  • IRS Form 4506-C authorization for transcript verification
  • Personal financial statement, SBA Form 413
  • SBA Form 1919 borrower information form
  • Two most recent months of business bank statements
  • Proof of equity injection: 30 to 90 days of statements, wire records, or gift letters
  • Business debt schedule listing every existing obligation
  • Lease or purchase agreement drafts
  • Hazard insurance quote and life insurance information where required
  • Licenses, permits, and franchise agreements where applicable

Applicants who assemble this list before writing the plan finish faster, because the plan and the documents must agree. A tax return showing $410,000 in revenue next to a plan claiming $600,000 in “current sales” is an instant credibility problem, and it is one of the errors we cover in our review of the most common mistakes in SBA loan business plans.

How to Sequence the Work

Write the projections first, the narrative second, and the executive summary last. This order forces every claim in the narrative to match a number the underwriter will test. Our five-step walkthrough of how to write an SBA business plan breaks the sequence into a two-week schedule most owners can follow while running their business.

Budget real time. A lender-ready plan takes 40 to 60 working hours to research, model, and write. Owners who start 90 days before they need funds hit the 2026 timelines comfortably. Owners who start two weeks before a purchase deadline usually need professional help to make it.

FAQs

Does the SBA require a business plan for a loan in 2026?

The SBA does not review your plan directly, but SOP 50 10 8 requires lenders to underwrite repayment ability, and lenders require a business plan with projections to do it. Startups, acquisitions, and any loan above $350,000 will not move through underwriting without one.

How many years of financial projections do SBA lenders require?

Three years is the working standard, with year one presented month by month. Many lenders ask for a five-year summary on larger loans. Projections must show a DSCR of at least 1.15 for standard 7(a) loans and 1.1 for 7(a) Small Loans.

How long should an SBA business plan be?

Most approved plans run 25 to 40 pages including financials. Acquisition and franchise plans trend longer, 35 to 50 pages, because they carry purchase agreements and franchisor data. Anything under 15 pages usually lacks the detail underwriters must document.

What credit score do you need for an SBA loan in 2026?

The SBA sets no universal minimum, and the March 2026 update removed the SBSS screening score for federally regulated lenders. In practice most banks want a personal FICO of roughly 680 or higher, and they now run full commercial credit analysis on every loan.

How much do you have to put down for an SBA loan?

Startups and complete changes of ownership require a minimum 10 percent equity injection under SOP 50 10 8. Lenders verify the money with 30 to 90 days of bank statements, and borrowed injections generally require repayment from outside the business.
